Do these employers have jobs open right now?
Most do not on any given day, and the directory says which ones do. That is the point of listing employers rather than only postings: an employer with nothing advertised this week can still hire next month, and knowing who is eligible lets you approach them directly instead of waiting for a listing.
Is this list official?
